Mix flour sugar and baking powder together in a bowl.

In a separate large bowl scramble eggs with evaporated milk and water.

Fold dry mixture into eggs until evenly blended.

Fill the prepared molds 2/3 of the way up with batter and top with shredded cheese.

Fill a wok or a saucepan that will hold a steamer basket with a few inches of water.

Bring water to a boil over medium-high heat.

Place the molds into a steamer basket and place over boiling water and cover.

Add yeast mixture and stir to combine forming a soft dough.

Cover and place in a warm place for 40 minutes or until doubled in size.

Combine remaining 1/2 cup milk and baking soda in a small bowl.

Stir mixture into dough until incorporated.

Cover and leave for 30 minutes in a warm place.

In a saucepan, combine the turkey giblets neck and 4 cups water.

Bring to a boil.

Simmer for about an hour on low heat, or until broth is reduced to 3 cups.

When straining the broth, save 1/2 cup of the giblets.

In a small bowl, combine cornstarch and 1/2 cup cold water and stir until smooth.

Turkey drippings and strained broth are combined in a saucepan over medium heat.

Mixture of cornstarch should be whisked in before boiling.

Chop the giblets finely while the broth is coming to a boil.

Turn down the heat, add salt and black pepper to the gravy, and stir in the chopped giblets and hard-boiled egg.

Simmer for about 5 minutes, or until the gravy thickens.
